Many of these satellites just use up amateur frequencies without any access to amateurs, or some rule that says "two daya a month when you are not looking". Can IARU or whoever take a stab at formualting a better policy that provides, consistent, predictable and open access to these birds thay use up our spectrum?

Apparently you missed that I already identified four satellites yesterday. That is why you already see these on CelesTrak.
INSPIRE-SAT 7 is object 56211 (2023-054AK), frequency: 435.2002 MHz and 437.4100 MHz. ROSEYCUBESAT 1 is object 56212 (2023-054AL), frequency: 436.8252 MHz. KILICSAT is object 56181 (2023-054D), uncoordinated frequency: 436.9000 MHz. CIRBE is object 56188 (2023-054L), frequency: 437.2500 MHz.

Celestrak has published element sets derived from Space-X deployment data. See https://celestrak.org/NORAD/elements/supplemental/sup-gp.php?FILE=transporte...
Celestrak also made an attempt to match Space-X derived TLEs to USSF tracked objects: https://celestrak.org/NORAD/elements/supplemental/transporter.match.txt but I don't consider that authoritative. Note that RoseyCubesat-1 and INSPIRE-Sat 7 share the same element set which seems strange as I understand that they are two independent spacecraft.
