I am busy, on the road and just now reading your question.
We've had people pull out of projects between AMSAT-DL and AMSAT-NA on P3E, for example, due to fear of the consequences of dealing with ITAR. We have had a member of the "AMSAT family" `tarred and feathered' by State for interactions between the member and a non-US friendly (to AMSAT-NA) satellite building entity. We have had AMSAT-DL and AMSAT-UK both refuse to enter into a technical assistance agreement with AMSAT-NA until and unless it was modified in a way that would have been unacceptable to the state department. The terms are completely and utterly ridiculous for amateur radio and I support their stance ONE HUNDRED per cent. They had no business signing a document that bound them to U.S. laws as if they were U.S. citizens to build amateur radio satellites.
Until and unless the current activities of AMSAT-NA management and the attorney's they have hired succeed, there will not be a lot of friendly amateur banter about the designing of things dealing with satellites. You cannot do engineering of our satellites through paper publications. You have to be able to interact, answer questions on the spot, huddle over a computer and "be friends" with the people on the other side. It has killed out ability to operate freely with our friends.
