You might want to make sure that XW-2D (#40907) is not in the area.
It can put out a lot of interference that bleeds into 145.825.

After loading an element set for UO-11 and checked where it was, it's orbit matched the AOS and LOS I had observed.
I won't have a chance to check this evening for passes but will be able to have a listen again tomorrow morning.
I will see if I can decode any of datastream whether it makes sense or not.
