Compared to the ISS and even FalconSat-3, NO-84's digipeater is a weaker signal. It transmits on 145.825 MHz at only 350mw:
NO-84 can be tough to hear, and sometimes packets you can hear won't be decoded by radios/TNCs/software. With either of my Kenwood HTs (TH-D72, TH-D74) and Elk log periodic, I can adjust my antenna so I can do a good job working those passes. It worked well during Field Day, as long as I paid attention to the orientation of my antenna (a bit of twisting initially, then no problems for the rest of those passes).
