I have measured 1.0 across both VHF and UHF with mine. There was one case where it was high and it was due to a bad coax cable. Make sure you test coax and connectors first using an analyzer and a 50 ohm dummy load. Then from there you can measure the antenna and tune.
Folks using a handheld and an Arrow antenna to work the FM satellites: What SWR do you have with that combination? I'm checking to see if everything is working right on my set-up. You may reply off-list if you like.
