You may be able to use the digi using Easyterm and High-Speed Soundmodem.
As Paul has said, you must use WiSP (or pb/pg) to use the PBBS. I no longer have 9600 baud TX capability, but back in the AO-51 days, I was able to use MixW with WiSP. MixW generates a virtual serial port KISS TNC, which can be coupled to WiSP using virtual serial ports. MixW is $50, but you get a 30 day trial. Another possible program is Dire Wolf. I have never used it that way, but the documentation of the latest version mentions a virtual serial port TNC emulation. That is free.
I expect that many of those using the PBBS are using hardware modems which support 9600 baud.
