Is there any one website where we can get up-to-the minute news and info
Sure, On the ARISS PACKET system, you get up-to-the-second info on the APRS page: www.ariss.net
It shows you the last 100 or so stations and packets heard via ISS.
Just look at the AGE column and it shows TIME since last packets. If the age is more than a few hours, you can guess that ISS packet mode is off, or it is not currently over a ham radio populated area.
Can't get any more up-to-date than that.
For example, yesterday we had not seen a packet in 19 hours or so (the system was off) and today, then we are seeing packets, so it is ON.
