[amsat-bb] 13 Colonies on satellites- NOT PARTICIPATING

I just want to clarify that the decision was made and posted here that we are not taking part in the 13 Colonies special event this year due to lack of state stations. We could only muster up just over half the states and felt that it would be better to have all or nothing this year.
