I think that the hardware, whether sitting on a shelf or being built, is rather expensive go around blowing up. Not to mention the work put into designing and building the things.

Don't we have some hardware "sitting on the shelf" that we could offer up to the gods of maiden launches??? Like a linear transponder instead of a single-channel FM transponder?
