Yes,
FUNcube-1, FUNcube-2 on UKube-1, Delfi-n3Xt, FOX-1 and 2 and KletsKous will all have transponders and Delfi-C3 had one. Turksat-3usat also contains a transponder that only worked very briefly. And please amend if I forgot one.
Regarding the Space News article: not only the role of ITU is not completely accurate, there is more shortcuts taken. The important thing is to at least make the CubeSat builders aware.
