[amsat-bb] Does working through ISS repeater qualify for 25th Ann Certificate?

The following mentions availability of a QSL certificate for contact with ISS for the 25 anniversary. Is a QSO made with another terrestrial HAM via the cross band repeater eligible for this or must the contact be directly with someone on-board?
