Maybe listen on the uplink frequency? My first impression was that it sounded like guys on simplex with BaoFengs and the courtesy tone left on. Could be they picked a frequency away from area repeaters and use it without a care. To cover 20 miles around the city they’d probably have the power up high enough to key the bird. I'll watch for the next AO-92 pass and announce my call of the repeater a few times and listen to AO-92. So if you hear "KV1J" it is me testing for the interference.
