It would work, that's the thing! It would work and you could keep basically a rucksack full of them flight-ready to get hoisted up to the ISS. When one fails, they can toss another over the side. Look at how long ARISSat lasted - now imagine getting an FM cross-band sat up there that costs almost nothing to replace.
