If it cost $4,000,000 to launch a HEO we would have put one, possibly two of them up since AO-40. We would at least be building the second.
Also $500,000 will barely cover the cost of the solar panels. It will not cover the cost of the motor.

An HEO satellite could cost $4 million to launch add to that the cost of the satellite itself, maybe $500k using volunteer labour.
