This item is indicative of the problems Amateur operation on 2.3 GHz faces around the world. In the cause of New Zealand I don't believe they access to spectrum below 2396 MHz anyway and from a brief read through the documents it looks as though they will continue to retain access to 2396-2400 MHz.
