[amsat-bb] Power management on AO-51

I've adjusted the values some to try to prevent or at least slow the power cycling we've seen outside of eclipse transitions. The reports via email have been very helpful, even if you don't get an immediate reply. Please keep sending them if possible for now. Thank you to PY5LF, ZL2BX, ZS6BB, VK2AYE, and others I may have forgotten, for their excellent reports.
