I would guess that they supplied extra voltage for setups with long cable runs to make sure you could get full scale. Then the adjust it down with the pots.

Ok here's what I got so far. First thing is the failed voltage regulator is/was a  LM7812C, a 12v regulator. So I replaced it with the same. Now when I turn on the control box I get  a 12v reading between 1 and 3, and now both meters are pinned full scale. So I hooked up the elevation side and the rotor is of course still working but the meters stay pinned full scale. I tried to adjust the full scale and out voltage Adj on the back and they have no effect on the meter reading. Anyone have any ideas? Thanks everyone for all the good input so far, we're getting there...
