The IARU Amateur Satellite Frequency Coordination page quotes the power at 5 watts and a 650 km orbit from an ISRO launch so it should be a strong signal. http://www.amsat.org.uk/iaru/formal.asp

With an 8 degree inclination, it'll be a big hit between about 25 degrees North and South. Much outside of that and you'll never see it, but it'll be great for them!
