Best wishes Peter DB2OS Hartmut DL1YDD Michael DD5ER DLR rejects P5-/Mascot-2 project Dear Members and Friends of AMSAT-DL, Discussions with the German Ministry of Economics and the German space agency DLR spanned more than 5 years. Amongst others, we met with State Secretary for Space and Aerospace Hinze, DLR chairman Prof. Wörner and the DLR Program Board. In 2009 AMSAT-DL, in collaboration with the DLR Institute for Space Systems in Bremen, conducted two complex Concurrent Engineering studies. They were jointly presented to the DLR program board in Köln-Porz in 2010. The final documentation confirmed the feasibility of the P5 project, both to the Moon and to Mars. In October and November 2011 another two P5 meetings with DLR chairman Prof. Wörner, Ministry MinDirig Engelhard, representatives of DLR IRS Bremen and AMSAT-DL BOD took place. Topics were feasibility and financing model. It turned out that the ministry had a different perception of the (DLR-) payloads. DLR was asked to reconsider their payloads. Both AMSAT-DL BOD and IRS Bremen left the meetings with positive feelings. Then it turned out that, since completion of the 2009 joint study, the P5 scientific appeal is apparently no longer attractive. Therefore it was jointly searched for modifications to regain a payload appeal that was attested in 2009. AMSAT-DL proposed landing part of the payload on Mars moon Deimos or Phobos. Our calculations showed that this is feasible with reasonable effort. The landing would be a particularly unique feature of the P5 mission. After repeated enquiries we received a letter from DLR at end of June where they stated that "the DLR Program Board comes to the conclusion, that pursuit of the P5 idea is infeasible and also financially infeasible." We repeatedly approached the DLR Program Board since then. The assertion was that any P5 mission will not fly with DLR: the scientific attraction was, compared with the current Mars missions, insufficient. The primary reason for this is that the P5 MARS orbit is limited due to the low-cost character of the mission. From this orbit no attractive science is possible. Obviously our P5 mission is now compared with regular missions which cost hundreds of millions of Euro. This rejection has a wide impact on AMSAT-DL. Activities of all involved persons, including in the P3-E project, was shaped for years by the P5 mission. It was assumed that P3-E was to be launched as part of the P5 mission. This path is obstructed now. We maintain our contacts with the various launching agencies able to launch P3-E into an appropriate orbit. The tremendous launching costs kept us from more concrete talks so far. Just recently good contact with AMSAT China (CAMSAT) was established. China has suitable launchers to bring payloads into GTO. Moreover, China has discovered that amateur radio is a means of motivating young people to technical university studies. Furthermore we are very actively exploiting a potential shared ride of an amateur radio payload on a new geostationary satellite. We have already submitted a formal project proposal. The satellite will be visible from Europe. No antenna tracking will be necessary. The big advantage of this project is that due to the operational requirements of the primary payload, our launching and commissioning is tied to the not too far future. The 20m dish antenna at Bochum observatory was originally refurbished and upgraded for the P5 mission and is presently used for Deep Space Mission and amateur radio purposes. The automatic reception of the STEREO A/B probes and data transfer to NASA will continue. In collaboration with NASA and AMSAT-DL the modulation scheme will be changed to use Turbo coding. Both hardware and software is currently being designed by AMSAT-DL and will be used by the partner STEREO receiving stations worldwide. Our funding application is already approved. The project funding runs until the end of 2015. The AMSAT-DL Marburg lab will be preserved at least in medium term to be able to do work on P3-E and, should the situation arise, on the transponder of the mentioned geostationary satellite. We pursue a near-term meeting with all P5 project team members to identify ways for a project continuation. The necessary procedures should be coordinated then. Although we regret the DLR refusal of the P5 project (particularly because some DLR payload will not fly in any foreseeable time frame), and although it places serious challenges to AMSAT-DL, this is not the cancellation of a HEO amateur radio satellite. We will aggressively follow up all potential possibilities. We hope to be able to report positively at the AMSAT-DL AGM in autumn. Since the Marburg University's withdrawal from the ZEL, the surrounding conditions have changed significantly, again. However, we will do everything we can do to get an amateur satellite launched into HEO. We do trust in our volunteers and members. The AMSAT-DL BOD: Peter Guelzow Hartmut Paesler Michael R. Mascot 2-Projekt Liebe Mitglieder, liebe Freunde der AMSAT-DL, die Gespräche mit dem BMWI bzw. dem DLR über das P5-Projekt erstreckten sich über einen Zeitraum von mehr als 5 Jahren. Wir haben uns u.a. mit dem Koordinator für Luft- und Raumfahrt der Bundesregierung, Staatssekretär Hinze, dem Vorstandvorsitzenden des DLR, Prof. Wörner, sowie der Programmdirektion des DLR zu Gesprächen getroffen. Weiterhin haben wir im Jahr 2009 gemeinsam mit dem DLR-Institut für Raumfahrtsysteme
in Bremen zwei aufwendige CE-Studien durchgeführt. Diese wurden der DLR-Programmdirektion im Jahr 2010 gemeinsam mit dem IRS Bremen in Köln-Porz vorgestellt. Die Abschlussdokumentation bestätigte die Durchführbarkeit des P5-Projekts sowohl zum Mond als auch zum Mars. Im Oktober und November 2011 fanden in Berlin zwei weitere Treffen zum P5-Projekt zwischen Vertretern der DLR-Programmdirektion, dem DLR-Vorstandvorsitzenden Prof. Wörner, Min. Dirig. Engelhard vom BMWI, Vertretern des IRS Bremen und dem AMSAT-DL-Vorstand statt. Es wurde u.a. über die Durchführbarkeit und mögliche Finanzierungsmodelle gesprochen. Bei der P5-Mars-Mission stellte sich heraus, dass das BMWI andere Vorstellungen von den (DLR-) Nutzlasten hat. Hier sollte seitens des DLR über eine Modifikation nachgedacht werden. Sowohl der AMSAT-DL-Vorstand als auch die Vertreter des IRS Bremen haben beide Treffen mit einem durchaus positiven Gefühl verlassen. Dann stellte sich aber heraus, dass die wissenschaftliche Attraktivität der P5-Mission seit der gemeinsamen Studie von AMSAT-DL und DLR im Jahr 2009 heute anscheinend nicht mehr gegeben ist. Es wurde daher gemeinsam nach Modifikationen gesucht, um der Mission wieder die Attraktivität zu verleihen, die ihr noch im Jahr 2009/2010 bescheinigt worden war. Die AMSAT-DL schlug eine Landung eines Teils der Nutzlast auf einem der Mars-Monde Deimos oder Phobos vor. Unsere Berechnungen hatten ergeben, dass dies mit vertretbarem Aufwand machbar ist. Die Landung würde ein Alleinstellungsmerkmal der P5-Mission sein. Nach wiederholter Nachfrage erhielten wir gegen Ende Juni ein Schreiben des DLR mit der Aussage, dass die Programmdirektion des DLR "zu dem Schluss [kommt,] dass eine weitere Verfolgung dieser Idee nicht machbar und finanzierbar ist." Wir haben daraufhin mehrfach Kontakt mit der Programmdirektion des DLR aufgenommen. Die Aussage lautet jedoch vollkommen unmissverständlich,dass die P5-Mission nicht mit dem DLR fliegen wird. Die wissenschaftliche Attraktivität, verglichen mit den derzeit aktiven Missionen, sei bei der P5-Mission nicht gegeben. Primärer Grund sei der durch den Low-Cost- Charakter der P5-Mission notwendige Orbit, aus dem keine attraktive Wissenschaft zu betreiben sei. Hier wird ganz offensichtlich die Low-Cost-Mission P5 mit regulären, Hunderte von Mio. Euro teuren Missionen verglichen. Die Absage ist für die AMSAT-DL von durchaus weitreichender Bedeutung. Die Aktivitäten aller Beteiligten, inkl. der um P3-E, waren über viele Jahre durch die P5-Mission bestimmt. Wir sind bisher davon ausgegangen, P3-E als Teil der P5-Mission in den Orbit zu bekommen. Dieser Weg ist uns nun leider verbaut. Wir halten nach wie vor Verbindung zu verschiedenen Start-Agenturen, die P3-E in den Orbit bringen können. Die hohen Startkosten haben uns bisher von konkreteren Gesprächen abgehalten. Gerade in letzter Zeit hat sich allerdings ein guter Kontakt zur AMSAT-China (CAMSAT) entwickelt. China hat auch geeignete Trägersysteme, die Nutzlasten in einen GTO bringen können. Außerdem hat man in China erkannt, dass der Amateurfunk geeignet ist, junge Leute zu einer technischen Ausbildung bzw. zu einem technischen Studium zu motivieren. Weiterhin sind wir seit einiger Zeit sehr aktiv, um eine potentielle Mitfluggelegenheit für eine Amateurfunknutzlast auf einem neuen geostationären Satelliten zu nutzen. Ein Projektvorschlag für diese Nutzlast ist bereits eingereicht werden. Der Satellit wird von Europa aus gut sichtbar sein, eine Antennennachführung ist aufgrund der geostationären Position nicht erforderlich. Vorteil hierbei: bedingt durch den operationellen Bedarf für die primäre Nutzlast ist die Betriebsaufnahme in nicht allzu ferner Zukunft festgeschrieben. Die eigentlich für die P5-Mission wieder in Betrieb genommene und aufgerüstete 20-m-Parabolantenne in Bochum wird weiterhin für Deep-Space-Missionen und Amateurfunkzwecke genutzt werden. Der automatische Empfang der STEREO-Raumsonden und die Weiterleitung der Daten an die NASA wird fortgesetzt werden. In Zusammenarbeit mit NASA und AMSAT-DL wird eine Umstellung auf ein auf Turbo-Codes basierendes Übertragungsverfahren durchgeführt werden. Die Hardware und die Software hierfür werden von der AMSAT-DL kommen und weltweit auch von offiziellen Empfangsstationen genutzt werden. Unser Förderantrag für die Entwicklung der Verfahren und die Sicherstellung des Betriebs ist bereits genehmigt worden. Die Förderung wird bis Ende 2015 laufen. Das Labor in Marburg wird mindestens mittelfristig erhalten bleiben, damit sowohl Arbeiten an P3-E als auch ggf. an dem Transponder für den o.a. geostationären Satelliten durchgeführt werden können. Mit den am P5-Projekt Beteiligten streben wir kurzfristig ein Treffen zur Identifikation von Wegen zur Weiterführung des Projekts an. Dabei wird die weitere Vorgehensweise abgestimmt werden. Obwohl wir natürlich die Absage des DLR zum P5-Projekt bedauern (insbesondere werden auch einige der für P5 geplanten DLR-Nutzlasten in absehbarer Zeit nicht fliegen) und sie die AMSAT-DL durch die geänderten Rahmenbedingungen vor ernsthafte Herausforderungen stellt, bedeutet die Absage nicht das Aus für einen Amateurfunksatelliten im HEO. Ob dieser Satellit P3-E, ein Mitflug in einem GEO oder sogar beides sein wird, steht noch nicht fest. Wir werden alle Möglichkeiten intensiv verfolgen und hoffen, bereits zur Mitgliederversammlung im Herbst positiv berichten zu können. Obwohl sich die Rahmenbedingungen nach dem Rückzug der Universität Marburg aus dem ZEL nun ein weiteres Mal drastisch geändert haben, werden wir alles in unserer Macht stehende tun, einen Amateurfunksatelliten in den Orbit zu bekommen. Wir bauen dabei auf die
