Hi Frank. Depending on how long the license has been expired will determine if he can get it back. According to the ARRL (http://www.arrl.org/arrlvec/renewals.html) you can renew your license up to two years after expiration.

This young man was interested in sats when he first was licensed so perhaps if we can get him back we'll gain a new AMSAT member. I can hope can't I? He did in fact, work RS-10 from my station and still talks about it to this day!!
