Right now, packet/APRS is operating and available on 145.825 MHz (subject to the whims of old and temperamental equipment). The new radio system is on-board, but installation is not yet on NASA’s schedule.
With most schools closed and students locked down around the world, all near-term educational contacts have been postponed or cancelled by the schools involved. When contacts resume, they will be announced as usual: on this list, various ham radio news outlets, and www.ariss.org http://www.ariss.org/.
