When you look in Windows device manager, is com 8 there?

What's stranger, if I run SatPC32ISS, there's no error and it controls the radio normally.
I have switched back and forth between the two programs in the past without error, so not sure why all of a sudden I have this issue.

Things I've tried
I've rebooted both the computer and the radio, same result
Computer is Win10 -- recent update broke something?
COM8 is the correct CAT port for the 9700 as verified by running with SATPC32ISS as well as HRD, Win4Icom, etc.
No other software that connects to the radio is running at the same time as SatPC32 or SatPC32ISS.
I've run SatPC32 as the first program after a reboot.
I reinstalled SatPC32 to make sure I have the newest version (12.10) - same results.

Suggestions?
