I seem to recall that you had a nice paper on using a fixed elevation
antennas with the satellites. I believe the angle of 20 degrees or so was suggested. If it is still around I would appreciate a link.

The angle is 15 degrees. That retains all your gain on the horizon but gives you better gain higher and closer. But if your horizon is blocked say all the way up to 10 deg, then you can raise it by the same amount.
