No, as soon as you press the PTT the VHF TX would come on, and the UHF RCV would shut off. When you release the PTT UHF RCV comes back on. I just checked it with mine.
The radio hears well, but is not full duplex. It will work with the Arrow (again not full duplex). The antenna connector is male SMA on the radio.

I have looked at eham etc and it seems to be a single vfo with channel watch on both V and U; I'm not sure if a carrier on the uhf downlink would just switch the vfo to uhf listen and transmit, ie you could never tx on V if the carrier is on U...
can someone confirm that it works/does not work with an Arrow, please?
But "cheap as chips", and could be quite interesting?
