I hate to be a "party-pooper," but my understanding is that the 2nd repeater operating on AO-51 is reserved only for the K5D Desecheo Island Operation. Someone correct me if this is not the case.

Outside the range of the island, the standard QRP rules apply, 10 watts and omni or handheld antennas only. Europe is well out of range on any pass.
Overall, folks have been observing the K5D windows, and patiently waiting for them to be QRV. I'd appreciate the request to keep the repeater open for them to be passed on to those who didn't get it for one reason or another.
BTW, Ib is a valuable part of the AO-51 Operations Committee, and actually helps write the schedule each month, as well as keeps tabs on the activity over Europe for the command team and committee.
