I have been trying my best to talk to the Iss here for a month now. Everyone wants to talk to it and complain that there is no one talking on the SSB sats. This tells me that it would be far better to spend a little money and put up more cube sats than a lot of money on one SSB sat.

For the kind of money that cubesats cost, you could launch about a dozen of them instead of one geosynchronous one. That way you'd *always* have a cubesat or two visible. Add some sat-to-sat comms, and you're in business.
