There is actually very little problem, and even an opportunity, in the frequencies.
FO-29 has a high inclination, while anything deployed from the ISS will be approximately 51 degrees. The overlap of the orbits will be few and short, and may give some interesting double hop opportunities.
SO-50 is a bit more problematic. It has a similar inclination to the ISS, and anything deployed from it. I didn't have time to do a careful calculation, but most of the time their footprints/mutual visibility will not overlap, except for an occasional period of 3-5 orbits.
Finally, anything deployed from the ISS will have a short lifetime, depending greatly on the altitude of the ISS when it is launched.
You can play with a good tracking program such as SatPC32 in multitrack mode to get an idea of how the orbits fit together.

Did anyone else notice that the transponder downlink frequency is exactly on the center frequency of FO-29's uplink or that the Packet downlink was on the SO-50 uplink (without the 67Hz tone)??
