[amsat-bb] C3 heard at KM17VX at 9:40 utc

At 9:40 utc c3 was heard transmitting tlm at 145.930MHz.Suddenly it stopped transmitting tlm at 145.930MHz and started transmitting tlm at 145.870MHz. After a couple of minutes it changed back to 145.930MHz transmitting tlm. Packets were decoded and uploaded to the c3 server.
