Spare a thought for your poor cousins here in the UK. The last University satellite registered as a UK space object was launched in 1990 and owned by The University of Surrey.

The SWARM satellites did not receive authorization due to their size, but the company launched them anyway. The FCC has not approved any satellites smaller than that since this date and has amended the regulations since then to make it very difficult for any satellite of less than 10x10x10 to receive authorization. Technically, if you can demonstrate why your satellites would be trackable despite a smaller size, you can get authorization, but for a university or amateur group, I suspect the burden of proof would be difficult to meet.
