I heard a story about a similar situation here in Canada.
A certain prof taught a course on something like circuit design and he had the students build a small transmitter as a project. I'm not sure about the details but, from what I understand, he had them write the appropriate amateur radio certification exam in order to comply with federal regulations, finding out about it after the fact.
Someone clearly didn't do his homework before starting the course.
