      After some additional hours of messing around, I HAVE gotten the VSPE splitter to work. However, it is maxed out at 9600 baud. Anything faster and it will start to hiccup! In most instances for CI-V, that is fast enough anyway.

It has worked perfectly for me on a Win 7  64 bit system.  In fact it has worked when two others I tried did not.  I'm not at my shack QTH now but if you still have issues tomorrow I'd be happy to share my notes and config. 

Sounds like that may not help but from experience I must say Eterlogic VSPE is definitely up to the task.
