From what I read in the manual the tone option is available with the USA and Australia versions only, I use a 821H and does not have a have default option for tone and hence I generate the tone using a software called "ComTekk" in my PC and the audio is fed to the ACC socket on the 821H .

I think the trick is to program the tone in a satellite memory, then recall that memory channel before letting SatPC32 control the transmit and receive frequencies.
Selecting the tone frequency and enabling the tone can't be done via CAT CI-V commands on the IC-821.
