It’s standard business practice, and not new. For a long time, maybe still, Ford had a known RFI problem with fuel pump. They elected to only fix it if someone complained AND had the Ford service bulletin in their hand!

They should be putting these RFI suppressors on ALL of their installations. The cost of the necessary components must be negligible compared to the total cost of the installation. Is that modern business practice nowadays?

I have an ongoing RFI case with the solar panel manufacturer, Solar Edge. Their field engineer, Tom Simpson, has handled many RFI cases in the past so they are aware of the problem.
My case is on schedule for repair and Tom assures me that the RFI will be negligible once the proper RFI suppression methods are installed. The RFI emanates from a neighbors solar panel system about 150 feet from my home.
