It
doesn't matter where you are on the planet,
casual ham contacts with astronauts are
exceptionally rare unless there happens to
be a crew member aboard who is particularly
interested in getting on the air. Most of
the astronauts only have the ham license
because it's part of their mission training
for use of ARISS for school contacts. Only
on the occasions when we have someone such
as Kjell Lindgren, KO5MOS, aboard are you
likely to hear the ISS operating casually.

Yes, same
for me as VE3SVF over Toronto. The ISS is
never active here. However, the it appears
to only be active over Europe when the
downlink from the crew is on.
