These are test operations only. General availability (whether continuous operation or by schedule) will apparently be announced in the near future.
The times in UTC listed in the linked table are when the repeater is enabled. It is scheduled to be active for the pass over much of US around 18:56 UTC today as well as the pass around 05:45 UTC tonight.
Unfortunately, the activations this weekend are only good for the east coast and midwest.
