[amsat-bb] G0KLA Tracker Updated

I have posted a slightly updated version of the G0KLA Tracker program. The updates are minor but hopefully helpful to some.

Changes include: * Support local keps files * Process keps files from other web locations correctly * Clearer behaviour when horizontal lines toggled * Default the past period to 30mins vs 0 mins
