[amsat-bb] Doppler adjustment proper procedure question

On the official ARRL VHF/UHF info sheet (http://www.arrl.org/files/file/Field-Day/2019/2019%20Above%2030%20MHz%20-%20...) they suggest that for satellite QSOs operators should only adjust their receive frequency regardless of whether it is VHF or UHF. I thought standard procedure was to adjust the higher frequency whether it is transmit or receive.
