The issues faced by boaters are similar. Our sats even have the 'rough seas' problem as they thrash about like drunken pirates.

Length might work if its a suitable fraction of the wavelength of the radar signal. See the British use of "Window" in the 1940's. Aluminium foil strips were dropped from aircraft to confuse enemy radar.
