There are still many countries in the world where reciprocal operating is either not permitted or is difficult to obtain.

According to this document: http://www.gra.gi/download/889/401cfg.pdf operation in 70cm is also possible with the reciprocal licence.
The problem here seems to be that the authorities in Gibraltar won't accept a Spanish licence as a valid document to grant a reciprocal licence.
