Sure it’s doable with an IC 9700. It’s the combination I and many others have. The 9700 has two ports so SatPC32 takes control of one and the soundmodem gets assigned the other.

Hi Frank,
This isn't probably what you want to hear, but I use two
computers.  The Windows XP computer commands the rig with
Satpc32, and my windows 8 computer does the digital modes,
packet, sstv, ect.

If you want to use a single computer you would probably need
two virtual com ports, one for CAT, and one for audio PTT
