We are working on our server infrastructure and caused this issue inadvertently. SatPC32 cannot handle encrypted HTTPS communication, so the proper incantations must be said at the data center to turn it off and fall back to plain HTTP.
http://www.amsat.org/tle/current/nasabare.txt should work OK now, but /amsat/ftp/keps/currrent will be fixed shortly.

For some reason the URL for downloading keps in nasabare format from AMSAT website is failing using the update Keps function in SatPC32. Did I miss something and has the address been changed or is the site down?
