Save yourself a lot of trouble. Use only Notepad (or some other text editing program that does not introduce formatting instructions) to save/read/edit/copy your TLE data.

Wash a suspect file through Notepad and see if that helps.

This irritating issue resurfaces from time to time and many times the result of hidden formatting codes introduced by some word processors.
