[amsat-bb] AO-51 repeater is on

We got all the files we needed downloaded this last pass, and since Jim is still out and about, I turned the repeater on along with the digital downlink. Sorry for the crossed wires, but it is now on, and will stay on throughout the close approach tomorrow.
