I have the same problem Bob. I changed the 2-line in the file for HRD but the ISS is still vary late It makes it vary hard to tune by hand(at least for a green horn like me) Marv. ISS appears to be running just over 4 minutes late (approx 4m 17s) with respect to the current Keps.
Measured here on the 20.55utc UK pass.
