From the way I read it, it applies to the initial application as well as
endorsements. It doesn't descriminate between them.
BTW, for those looking and wondering as well. It states "20 cents per QSO", not "20 cents per grid". So if you have a QSO with multiple grids, say 2 grids or 4 grids, it still only cost 20 cents. Don't count the grids as a single QSO, unless the QSO was with a single grid. It'll save yourself a few cents.
From the looks of it, my initial application could cost me nearly $50.

After you mentioned that, I went and took a look at the VUCC application (http://www.arrl.org/files/file/Awards/VUCC%20App%202011.pdf) and sure enough it says, "enclose 20 cents per QSO" (bottom of page). So, you send $12 for postage to get your award mailed to you, $7 for ARRL members or $12 for non-members for the award, 20 cents/QSO, and you also need to send along sufficient postage to get your QSL cards returned to you if you mail them to a card checker. I don't remember paying that much when I got mine. I wonder if this applies to endorsements??

I was just looking over the VUCC award application and noticed that they now charge 20 cents per QSO. Is this fee only applicable if cards are sent to HQ for submission or in general even if you take them to a card checker? Thanks in advance!
