You writes that you are receiving Arecibo with signals peaking 569 As far I know a report of signal strengt of 6 means that the S meter is moving from S1 with no signal and swing to S6 under signal.
My question is the following:
Is your S meter swinging from S1 to S6 under CW or SSB signals or it is steady over S6 only because of the noise of your preamplifier ?
