By http://phl-microsat.upd.edu.ph/diwata2 it looks that DIWATA-2 has a clever design.
Looks that will operate in both modes (voice and APRS), if data is received will honor data, if voice is received will honor voice, will be quite interesting to see how operates in real situations when both modes compete.
Looks that still is being commisioned, so should wait for the lucky first station to copy.
