I've getting my CubeSats mixed up - As far as I know EstCube-1 doesn't have a transponder or digipeater.
I was thinking of CubeBug-1 which was launched with TURKSAT-3USAT. It's CubeBug-1 that has the Digipeater capability, see http://amsat-uk.org/satellites/cubebug-1/

Remember in the case of TURKSAT-3USAT that AMSAT-TR (TAMSAT) are only providing the linear transponder, they do not own the satellite. http://amsat-uk.org/satellites/turksat-3usat/

It looks to me that ESTcube-1 couldn't run a digipeater at the same time as carrying out other mission activities so I'd guess any activation would be after the primary missions have been completed.
