Ev,
The amateur satellite service band at 3.4 - 3.41 GHz is only available in ITU Regions 1 and 2, which makes it a little tricky for an orbiting satellite since it is not available in ITU Region 3.
There was a Peruvian cubesat that planned to use it, but the project was canceled. I believe there were discussions about using it on Eagle (and maybe on AO-40 as well), but as it's not a worldwide allocation, presumably that capability would have had to be disabled while the satellite is over Region 3.

Sorry. I apologize for my lack of searching-savvy. I searched AMSAT.org for "9cm" and "9 cm" and found nothing. Are there Amateur satellites using (or planned to use) the 3.3-3.5 GHz band?
