[amsat-bb] FCAL is alive

FCAL was heard over Sweden. The temperature is of the satellite is at about -8C. The beacon transmits once every two minutes. When I get permission, I will see about commanding it to a higher rate. For such a low pass, you may not get to hear the satellite.
